Where to take old paint in LA,
and why it is already paid for

Every can of house paint sold in California carries a recovery fee that buys you free disposal later. Almost nobody knows it, and almost nobody collects on it.

The short answer

Leftover house paint goes free to any PaintCare drop-off site, up to five gallons per visit. Solvents, thinners and other chemicals go to one of seven S.A.F.E. Collection Centers, open weekends and free to City and County of Los Angeles residents, limited to 15 gallons or 125 pounds per visit.

You paid for this at the register. Every container of architectural paint sold in California carries a PaintCare recovery fee, and that fee funds the free take-back. Use the PaintCare site locator for paint and LA Sanitation's S.A.F.E. Centers for everything else on the shelf. The second thing worth knowing: this is the one category a junk removal crew cannot legally take off your hands. Not will not. Cannot.

The average Los Angeles garage holds a few cans of dried-edged paint, a jug of thinner, half a bottle of pool acid, some old fluorescent tubes and a propane cylinder nobody wants to move. None of it may go in the black bin or the blue bin, none of it rides on a hauler's truck, and every route that does take it is free. PaintCare California takes back architectural coatings at paint stores; the S.A.F.E. Centers take the whole hazardous shelf.

The fee you already paid

PaintCare: the disposal was bought with the paint

California has run a paint stewardship program since October 2012, administered by PaintCare, a nonprofit set up by paint manufacturers, and overseen by CalRecycle. A recovery fee is added to the price of every container of new architectural paint sold in the state, the fee pays for collection and recycling, and the drop-off is then free. It is not a tax and not a deposit. What PaintCare takes is narrower than people assume: if the product carried the fee, it comes back free. Paint, primers, stains, sealers, clear coatings. Not thinners, not solvents, not spray cans, which the counter refuses and which go to a S.A.F.E. Center instead.

The seven centers

S.A.F.E. Centers, free to City and County residents

S.A.F.E. stands for Solvents, Automotive, Flammables, Electronics. Seven permanent centers, run by LA Sanitation, and the detail most people miss is the eligibility line: free to City of Los Angeles residents and Los Angeles County residents alike. Live in Burbank, Torrance or an unincorporated pocket and the Sun Valley gate still takes your paint for nothing. No appointment; you stay in the car.

Two of the seven sit inside water reclamation plants and are stricter at the gate: Los Angeles-Glendale wants a state-issued photo ID, Hyperion a driver's license. The per-visit ceiling is the state's: California caps a household at five gallons, and Health and Safety Code 25218.5.1 lets a public agency lift that to 15 gallons or 125 pounds. Two trips are legal; one overloaded trip is not.

Beyond paint

Everything else on the hazardous shelf

Paint starts the trip; it is rarely what fills the trunk. One visit takes the whole shelf, with no sorting fee and no separate line for e-waste. The refusals are short and absolute: explosives, radioactive material, and medical or biological waste. Some things are refused for packaging rather than content — loose needles, treated wood over three feet, gas cylinders bigger than a five-gallon tank.

The one job we refuse

Why no junk removal crew may legally carry it

Here it is plainly. We will not take your paint, solvents, pool chemicals or propane cylinder, and neither will any other junk removal company in Los Angeles. Health and Safety Code 25163 makes it unlawful to transport hazardous waste without a registration from the Department of Toxic Substances Control, and unlawful, in the same sentence, “to transfer custody of a hazardous waste to a transporter who does not hold a valid registration.” Handing it over is an offense committed by the person handing it over. Registered transporters also move waste on a Uniform Hazardous Waste Manifest under section 25160. A truck carrying a couch, a treadmill and your box of thinner has neither.

The exception is narrow. Section 25218.5 lets someone drive household hazardous waste in for you only if you are unable or unavailable, and they must certify that they are not being paid and not employed by any hazardous waste transportation service. A paid crew is disqualified by definition, and PaintCare closes its large volume pickup to haulers for the same reason.

So when a hauler says yes, the load is going into a landfill, a dumpster or a storm drain. Unpermitted disposal or transport under section 25189.5 carries up to a year in county jail and $5,000 to $100,000 for each day of violation. What we do instead on a garage cleanout:

  1. 1

We sort it out of the load

Paint, thinners, automotive fluids, pool chemicals, pesticides, propane, tubes and batteries come off the pile first.

  2. 2

We tell you where it goes

Which center is closest, which days it opens, and whether the paint can go to a nearer PaintCare retailer instead.

  3. 3

We take everything else in the same visit

Furniture, appliances, mattresses, e-waste, yard waste and construction debris ride out on the truck. The hazardous shelf is one trunk load and one Saturday, and it is free.

If it is a business

The VSQG program, by appointment and not free

The residential line turns a contractor's van away. Businesses use the Very Small Quantity Generator program: four S.A.F.E. Centers, rotating Wednesdays, by appointment, for a fee. Qualifying is monthly arithmetic. California defines a VSQG by the federal rule at 40 CFR 262.13: a month in which the business generates no more than 100 kilograms of non-acute hazardous waste, no more than one kilogram of acute hazardous waste and no more than 100 kilograms of acute cleanup residue. Generate more and the program is closed to you that month. One quirk for painters: PaintCare takes any volume of water-based product from a business, oil-based only from exempt generators.

Doing it properly

How to load the car, and the dried-paint myth

Start with the myth, because it is the most repeated piece of bad advice about paint in this city. You will read everywhere that dried-out latex can go in the trash with the lid off, hardened with kitty litter. Check it against the bodies that set the rule and it does not hold. LA Sanitation's black bin page lists paint among the household hazardous waste that “must be taken to a S.A.F.E. Center,” with no exception for latex and none for dried, and PaintCare adds a California carve-out to its own general advice: here, placing dried paint in the trash is prohibited, though it can be dropped at a PaintCare site. Empty cans are different: PaintCare refuses them, and a truly empty, dry can with the lid off goes to the trash or your curbside program.

  1. 1

Leave it in the original container

Original label, lid tight. Do not decant, do not combine two half cans, do not mix wastes.

  2. 2

Stand them upright in a box, in the trunk

LASAN asks for it to ride in the trunk or cargo area, away from passengers. Anything weeping goes inside a larger bucket.

  3. 3

Stay under 15 gallons or 125 pounds

Per visit, not per year. A big garage may take two Saturdays.

  4. 4

Check the weather and the calendar

Collection stops in rain, and centers close on City holidays and from December 24 to January 3.

  5. 5

Or wait for a mobile event

Mobile Collection Events run Saturdays 9:00am to 3:00pm, free to City and County residents, no appointment and no ID, same 15 gallon limit.

Worth knowing

The parts people get wrong

What to know
  1. Paint drop-off is free in California because a PaintCare recovery fee of 30 cents to $1.50 per container was added when the paint was bought.
  2. PaintCare takes architectural coatings only, in original labeled containers of 5 gallons or smaller, and every site accepts at least 5 gallons per visit.
  3. PaintCare refuses thinners, mineral spirits, solvents and aerosols; a S.A.F.E. Center takes all of them free.
  4. The seven S.A.F.E. Centers are free to City of Los Angeles and Los Angeles County residents, limited to 15 gallons or 125 pounds per visit.
  5. Health and Safety Code 25163 makes it unlawful to hand hazardous waste to an unregistered transporter, so no junk removal crew may carry paint.
  6. LA Sanitation lists paint as household hazardous waste that must go to a S.A.F.E. Center, and PaintCare says dried paint in the trash is prohibited in California.

Paint and chemicals, answered

The follow-up questions people ask after this one.

Where can I take old paint in Los Angeles for free?

Two free routes. Any PaintCare drop-off site, usually a paint or hardware retailer, takes house paint, primers, stains and clear coatings at no charge, at least five gallons a visit. Any of the seven S.A.F.E. Centers takes paint and the rest of the hazardous shelf, free to City and County residents.

Why is paint disposal free in California?

Because it was prepaid. The state's paint stewardship program adds a PaintCare recovery fee to every container of new architectural paint sold here: nothing on a half pint, 30 cents up to a gallon, 65 cents for one to two gallons, $1.50 above that. Not a tax, not a refundable deposit.

Can a junk removal company take my paint and chemicals away?

No. Health and Safety Code 25163 makes it unlawful to transport hazardous waste without a registration from the Department of Toxic Substances Control, and unlawful to transfer custody of it to an unregistered transporter. A junk truck has no registration and no manifest, so any hauler who agrees is dumping it.

Can I put dried latex paint in the trash in Los Angeles?

Not on the strength of anything the City publishes. LA Sanitation's black bin page lists paint among the household hazardous waste that must be taken to a S.A.F.E. Center, with no exception for latex or dried paint, and PaintCare states that in California placing dried paint in the trash is prohibited.

Does PaintCare take paint thinner or spray paint?

No. Thinners, mineral spirits, solvents and aerosol coatings are not PaintCare products, never carried the fee, and are refused at drop-off sites. So are auto and marine paints, craft paints, adhesives and tar products. All of them are accepted free at a S.A.F.E. Center instead.

What if I have more paint than fits in a car?

PaintCare runs a free large volume pickup for households and businesses holding 100 gallons or more, counted by container size rather than content, booked on its request form. It is not open to haulers or cleanout companies moving paint for someone else. Below that, split it across two visits.
