Construction debris removal,
to a certified processor.

Demolition and renovation debris hauled anywhere in greater Los Angeles. Mixed C&D goes to a City-certified processing facility, because in this city that is the law and not a preference.

In short In the City of Los Angeles, mixed construction and demolition debris cannot go to whichever landfill is closest. Ordinance 181519 requires it to be taken by a permitted private hauler to a City-certified processing facility, with a penalty of up to five thousand dollars per load that goes anywhere else. We haul debris to those certified processors, price heavy material by weight, and confirm one flat number before we load.

The rules are stricter than people expect. This page covers where your debris is allowed to go, and why that answer ends up on your building permit.

The rule nobody explains

Your debris has a legal destination

In short On March 5, 2010 the City Council adopted Council File 09-3029, Ordinance 181519, the Citywide Construction and Demolition Waste Recycling Ordinance. All mixed C&D generated inside city limits must go by permitted private hauler to a City-certified processing facility. Haulers need a LASAN Private Waste Hauler Permit and an AB 939 Compliance Permit, and LADBS makes permit applicants name their hauler or show a self-haul permit.

That last line is what catches people. The permit desk asks who is taking your debris before you have thought about it, and the answer attaches to your project rather than to the truck. The 65 percent diversion figure on your waste management plan comes from elsewhere again: CALGreen 4.408 and 5.408, adopted into the LA Green Building Code. In unincorporated LA County the mixed C&D requirement rose from 50 to 70 percent on August 19, 2024.

Nearly twenty points separate the top of that list from the bottom. Against a 65 percent target, a load audited at 89.96 percent clears comfortably; one at 70.00 percent clears by five. So ask whoever hauls your debris which certified facility it goes to, and ask before it is loaded.

How it runs

Sorted at the tailgate, weighed at the scale

Look at the pile

In person or from photos. Material matters more than the height of the heap. Flat number before anything moves.

Keep the streams apart

Clean inert material separated from mixed debris, metal pulled for scrap. A load with soil through it stops being recoverable.

Tarp and weigh

Every load leaves covered, because untarped loads are penalised at the scale. Heavy material is billed off a real scale ticket.

Certified destination

Mixed C&D to a City-certified processor. If your permit file needs to show where it went, ask and we will name it.

Sunshine Canyon in Sylmar runs a one-ton minimum and shuts its scales at 5pm on weekdays and 11am on Saturday, so a late Saturday call about a demo pile is usually a Monday job.

Where we stop

Asbestos and lead are not our job

In short If the building predates 1980 and the work touches popcorn ceiling, vinyl floor tile and mastic, pipe lagging or roofing felt, test before it is disturbed. We will not knowingly load suspected asbestos-containing material, and Sunshine Canyon will not accept asbestos at all. A licensed abatement contractor removes and manifests it. We come back for the clean debris.

Most housing here went up between the 1920s and the 1970s, from bungalows around Echo Park and Silver Lake to post-war tract houses across the Valley. Asbestos was routine in ceiling texture, nine-inch floor tile and roofing, and lead paint was standard until 1978.

A hauler who shovels a scraped popcorn ceiling into an open truck exposes their crew and your household, and the liability lands on the owner.

Being straight with you

There is no free route for this

For furniture and mattresses a free city program usually exists. Not here. LASAN's free, unlimited bulky pickup names construction materials on its prohibited list, concrete, bricks and dirt included, and Pasadena and West Hollywood exclude C&D outright. That leaves a permitted hauler, a roll-off box or a self-haul permit.

What we load

Demolition, renovation, and the leftovers

Drywall and plaster. Lumber, plywood and pallets. Tile with the thinset and backer board under it. Hardwood, laminate, vinyl plank and carpet. Cabinetry, countertops, vanities, tubs and sinks. Doors, windows and trim. Roofing tear-off, stucco, concrete and brick.

Remodels rarely produce only debris. The old range and water heater go out as appliance removal, sofas and beds as furniture removal and mattress removal, the tube TV in the back bedroom as e-waste. A gutted garage is a garage cleanout, an inherited property an estate cleanout, the spa that blocks the new patio hot tub removal.

The C&D ordinance

The route the Los Angeles C&D ordinance requires, step by step.

Ask any hauler which certified facility they use before they load. If they cannot name one, the penalty lands on the job, not on them. Full processor list and audited rates below.

Construction debris, answered

What contractors and homeowners ask before a demo pile leaves the property.

Is it legal to haul my own construction debris in Los Angeles?

It has to end at a City-certified processing facility. An owner can apply to LASAN to self-haul their own debris. Anyone hauling C&D for someone else needs a Private Waste Hauler Permit and an AB 939 Compliance Permit. Loads that miss a certified processor carry a penalty of up to five thousand dollars.

What is the 65 percent diversion requirement on my permit?

From CALGreen 4.408 and 5.408, adopted into the LA Green Building Code: at least 65 percent of a covered project's C&D waste diverted from landfill. LASAN publishes every certified processor's audited rate, so the facility your hauler picks decides whether the paperwork holds.

Do you take concrete, brick, dirt and asphalt?

Yes, as a separate clean load wherever we can. Kept unmixed, inert material is genuinely recyclable and goes to different facilities from mixed debris. Half a yard of soil stirred into drywall turns a recoverable load into a landfill load.

Will the city collect construction debris at the curb?

No. LASAN's bulky-item pickup is free and unlimited, but its prohibited list names construction materials outright: concrete, bricks and dirt. Pasadena and West Hollywood exclude C&D too. There is no free curbside route for renovation debris here.

My house is from the 1950s. Should I worry about asbestos?

Yes, and we would rather say so than load it. Pre-1980 popcorn ceilings, floor tile and mastic, pipe lagging and roofing felt are common asbestos-containing materials, and paint before 1978 may be lead based. Test before it is disturbed. Abatement is a licensed trade; we take the clean debris.

Can you work around a live job site?

Yes. Most renovation work is repeat trips rather than one haul: a load after demo, a load after framing, a load at the end. We run Monday to Saturday around the clock, so a truck can come before the trades arrive.

How much does construction debris removal cost in Los Angeles?

Heavy material sells by the ton, so it is quoted by weight; lighter mixed debris is quoted by truck volume. Either way the flat number is confirmed before anything is loaded. What moves it is the material, the carry, and whether the load stays clean. See how our pricing works or how junk removal is priced in LA.
