In short

A Westchester garage cleanout is sorting before lifting, because the free city pickup refuses the paint, solvent, motor oil, fluorescent tubes and building material a garage actually holds. Those belong at the Hyperion S.A.F.E. center in Playa del Rey, the shortest such trip in the city. Every fraction gets separated at your address.

A Westchester garage cleanout is a sorting job before it is a lifting job. The neighborhood was built out from the late 1930s as single-family tract housing, and a large share of those lots have a detached garage at the rear reached from an alley rather than from the street, which means the working frontage is behind the house. Westchester is City of Los Angeles, so LA Sanitation collects furniture, carpet, large wood and e-waste free at the curb through its unlimited bulky item pickup — but it explicitly refuses paints, solvents and chemicals, automotive parts and used oil, fluorescent lights and construction materials, which is most of what a garage actually contains. Those go to a S.A.F.E. collection center, and Westchester has the shortest trip in the city: the Hyperion center at 7660 West Imperial Highway, Gate B, Playa del Rey, open Saturdays and Sundays 9 a.m. to 3 p.m., free to City and County residents, with a state limit of 125 pounds or 15 gallons per visit. Los Angeles Junk Removal & Hauling separates every fraction at your address, tells you where each one is going, and quotes it free upfront.

The Westchester garage has a very particular shape to it. It is detached, it is at the back of the lot, it opens onto an alley, and for the last thirty years it has not held a car. What it holds instead is the sediment of a house: paint from three repaints, a shelf of automotive fluids, a dead water heater, camping gear, a bicycle nobody rides and eight boxes that were packed for a move that already happened.

None of that is difficult to lift. All of it is difficult to route, because the streams go to four different places and two of them are only open at the weekend. The wider picture of what we clear locally is on junk removal in Westchester, and the county-wide service is on garage cleanouts.

The free routes and their refusals

Two free programs.
Neither one takes a whole garage.

There are genuinely two free public routes available to a Westchester address, and between them they will take a large part of a garage. The first is LA Sanitation's bulky item pickup, which the city describes as an unlimited curbside service at no additional charge. Request it at least one business day ahead on the online form, through MyLA311 or on the 24-hour Customer Care Center at 1-800-773-2489, have an itemized list ready, and it is collected on your regular trash day. That covers the furniture end of a garage: an old couch, a desk, a chest of drawers, rolled and tied carpet, large wood, doors, and e-waste including televisions, computers and monitors.

The second is the S.A.F.E. center network, and this is where Westchester is unusually lucky. S.A.F.E. stands for Solvents, Automotive, Flammables, Electronics, and the centers take aerosols, automotive fluids, cleaners and solvents, e-waste, household batteries, paint and thinner, pool chemicals, fluorescent bulbs and mercury items, pesticides, propane cylinders, sharps and medications — free, to both City of Los Angeles and Los Angeles County residents. The Hyperion center at 7660 West Imperial Highway, Gate B in Playa del Rey is effectively the neighborhood's own facility. For most of Los Angeles, a S.A.F.E. run is a cross-town trip. From a Westchester garage it is a short drive west.

Now the constraints, because they are the reason people call us rather than doing it themselves. The S.A.F.E. centers open Saturday and Sunday only, 9 a.m. to 3 p.m. That is twelve hours a week. And the quantity limit is 125 pounds or 15 gallons per visit, which is a California transport limit rather than a city rule, so it applies to you, to us, and to everybody. A well-stocked garage — twenty tins of part-used paint, a case of aerosols, a drum of pool chemical, four car batteries — is more than one visit. Two or three weekends of thirty-minute round trips is the honest arithmetic, and that is what we take off your hands.

Then the outright refusals. LASAN will not take construction materials, concrete, brick or dirt at the curb, which rules out the demolition half of a converted garage. It will not take commercial appliances. It will not take tires at all, and that matters more than it sounds: anyone transporting ten or more waste tires has to be a CalRecycle-registered waste tire hauler carrying a trip log, so the four old tires in the corner are fine and the twenty in the rafters are a regulated load. Paint has a separate free route through PaintCare, funded by a recovery fee already paid when the paint was bought, with drop-off points at paint retailers across the region.

How a Westchester garage is reached

The alley is the frontage.
Plan the job from behind the house.

The defining physical fact about a Westchester garage is that it usually faces an alley. The tract layout put the garage at the rear of the lot with vehicular access from a service alley running behind the block, and that alley is now the real working frontage for a cleanout. It is also narrower than a street, shared with every neighbor's bins and back gates, and frequently occupied — by a car on an apron, by a contractor's van, by the collection truck on the wrong morning. We size the vehicle to the alley rather than sending the largest truck and finding out, and where the alley is genuinely blocked we shuttle to a legal position on the street instead of leaving you to rebook.

The second pattern is conversion. A very large share of these detached garages are no longer garages. They have become studios, offices, workshops, gyms, laundry rooms or living space, with the storage displaced rather than removed — up into a loft platform, into shelving behind a stud partition, into a side-yard shed, into the crawl space of the main house. Clearing a converted garage is a mixed job: furniture and floor covering and cabinetry alongside the tins and the boxes, and the fractions have to be separated as they come out rather than sorted afterwards on a driveway that is occupied by the truck.

Third, the airport shapes the day even when it is nowhere near the address. Westchester's 10.81 square miles include all of Los Angeles International Airport, and the arterials that serve it — Century, Sepulveda, La Tijera, Manchester, Lincoln — carry a traffic load that has nothing to do with the residential blocks they cut through. Two round trips to Hyperion at eleven in the morning and two at four in the afternoon are not the same two round trips. We schedule the hazardous runs early for that reason.

Fourth, the coastal position. Westchester sits on the bluff above Playa del Rey with marine air moving over it, and stored metal, cardboard and paint tins in an unheated detached garage age faster than they would five miles inland. A garage that has not been properly opened in a decade routinely contains rusted tools, corroded battery terminals, swollen tins with failed seals and damp boxes that will not survive being lifted. Corroded and leaking containers get contained and carried separately rather than tipped into a load, because one split can of solvent contaminates everything it touches and turns a recyclable load into a hazardous one.

Finally, the student cycle. Loyola Marymount University sits on the bluff at the northwest edge of the neighborhood, and the annual move-out produces a wave of furniture, mattresses and boxed household goods across Westchester and Playa del Rey in a compressed few weeks. Garages absorb a lot of that, sometimes for years. If your garage is holding somebody's freshman-year furniture, that is a donation conversation before it is a disposal one. For the whole-property version of this job see estate cleanouts.

Tell us what is on the shelves and whether the garage opens onto the alley. That is the quote.

Our own crews on Los Angeles County jobs. The garage cleanouts we run in Westchester looks like this too: side yards, narrow walkways and the back of the property is where the work actually is.

Where each fraction goes

One garage.
Five separate destinations.

A garage load separates into five streams and the separation happens at your property, not later. Stream one is donation: tools, bicycles, camping and sports equipment, ladders, working power tools and sound furniture. Westchester garages produce a lot of this and it is the cheapest environmental win in the job, but only if it is pulled out before anything gets stacked on it.

Stream two is scrap metal and materials recovery. Old shelving, bed frames, a dead lawnmower minus its fuel, copper offcuts, aluminum screens and the steel body of a water heater all have a metal route. Stream three is e-waste, which is not optional: California ended the household exemption for universal waste on February 9, 2006, which banned household batteries, cell phones, computers, fluorescent lamps, mercury switches and thermostats, printers, microwaves, televisions and monitors from the trash. The cathode ray tubes in old monitors and televisions are specifically universal waste, and the garage is where they end up.

Stream four is household hazardous waste, and it is the one that decides whether a job is done honestly. Paint, thinner, solvent, adhesive, motor oil, antifreeze, brake fluid, pesticide, pool chemical, aerosols, propane cylinders, fluorescent tubes and batteries all go to a S.A.F.E. center — Hyperion, for this neighborhood — within the 125 pound or 15 gallon per-visit limit, which is why a full garage is more than one run. Paint specifically also has PaintCare, which is free at the drop-off point because the recovery fee was already collected when the paint was sold: nothing above half a pint up to a gallon, more above that, on a published schedule.

Stream five is the residual that genuinely has no better destination, and it should be the smallest part of the load. What never rides with any of the others: tires, which are excluded from curbside bulky collection entirely and which carry a state tire fee of $1.75 on each new tire funding the recycling system; and construction debris from a converted garage, which in the City of Los Angeles has to be taken by a permitted hauler to a City-certified processing facility rather than to a landfill, with a penalty of up to $5,000 per load taken anywhere else.

  4. LA Sanitation's free curbside bulky pickup takes the furniture half of a garage but explicitly refuses paints, solvents, automotive fluids, fluorescent lights and construction material.
  5. Tires are excluded from curbside bulky collection, and anyone transporting ten or more waste tires must be a CalRecycle-registered hauler carrying a trip log.
  6. Westchester's tract layout puts most garages at the rear of the lot on a service alley, which is the working frontage for the job rather than the street.

Westchester garage
questions

Alleys, chemicals, weekend-only centers and what the free city pickup refuses.

Can the city take my whole garage clearance for free?

Part of it, and the split is predictable. LA Sanitation's bulky pickup is free and unlimited at a single-family Westchester address and covers the furniture end: couches, desks, dressers, rolled carpet, large wood, doors and e-waste. It refuses paints, solvents, automotive fluids, fluorescent tubes, construction material and commercial appliances, which is most of what makes a garage a garage. Book the free pickup on 1-800-773-2489 for the bulky half and call us for the half it refuses, or for all of it in one visit.

Where does the paint and the motor oil actually go?

To a S.A.F.E. collection center, and Westchester has the shortest run in the city: Hyperion at 7660 West Imperial Highway, Gate B, in Playa del Rey. It is free to City and County residents and it takes paint, thinner, solvents, automotive fluids, pool chemicals, pesticides, aerosols, propane cylinders, fluorescent tubes and batteries. The limits are the problem, not the cost: open Saturday and Sunday 9 a.m. to 3 p.m. only, with a state cap of 125 pounds or 15 gallons per visit. That is why a full garage is several trips.

My garage opens onto the alley. Is that a problem?

It is the opposite of a problem, most of the time. An alley garage means we can work at the back of the property without blocking your street or your driveway, and a lot of Westchester is built that way on purpose. What we ask is whether the alley is wide enough for a truck and whether anything usually sits in it, because a neighbor's parked car on a shared apron is the one thing that turns a simple job into a shuttle. Tell us when you book and we bring the right sized vehicle.

The garage was converted into a room. Does that change anything?

It changes the sorting more than the carrying. A converted garage holds furniture, flooring, cabinetry and partition material alongside the boxes and tins, and if any of that partition or flooring is coming out it counts as construction debris, which in the City of Los Angeles has to go to a City-certified processing facility through a permitted hauler rather than to a landfill. It also usually means the storage has migrated into a loft platform, a shed or the crawl space, so the job is bigger than the room looks. We walk all of it before quoting.

What about the old tires stacked in the corner?

Tires are a genuine compliance trap and worth knowing about. LA Sanitation excludes them from curbside bulky collection entirely, so they will not go with the couch. And anyone transporting ten or more waste tires in California has to be a CalRecycle-registered waste tire hauler carrying a trip log, so four tires and twenty tires are legally different loads. Tell us how many there are when you book. It is a fair question to ask any hauler before they quote, and the ones who shrug at it are the ones to avoid.

Do you sweep up afterwards?

Yes. A garage cleanout that leaves a swept slab is the job; one that leaves a clear floor with a decade of dust and hardware on it is half the job. We sweep, we bag the sweepings, and we tell you about anything we find that you should look at before it leaves — documents, photographs, anything with obvious value. What we will not do is make that call for you. The free upfront quote covers the clearance and the sweep together, so there is nothing added at the end.
