A Los Angeles County garage packed shoulder-high with cartons, bulging black bags, storage crates and tools, only a narrow path left to the open roller door
Sorted before it is loaded. On a garage job the small hazardous fraction is boxed separately before anything else moves.
In short

Most of an Encino garage goes to the LA Sanitation curb free with no annual cap, but the back shelf does not: paint, solvents, motor oil, pool chemicals, propane, batteries and fluorescent tubes are refused there. Those belong at a weekend-only S.A.F.E. center, capped at 125 pounds or 15 gallons, and tires are separate again.

Most of an Encino garage can legally go to the curb: LA Sanitation collects bulky items free and with no annual cap from a single-family Encino address. The shelf at the back cannot. Paint and thinner, solvents and cleaners, motor oil and automotive fluids, pool acid and chlorine, pesticides, aerosols, propane cylinders, household batteries, fluorescent tubes and mercury items are household hazardous waste, explicitly refused at the LASAN curb, and they belong at a S.A.F.E. collection center — free, weekends only, 9 a.m. to 3 p.m., limited to 125 pounds or 15 gallons per visit under California transport rules. Tires are their own category again. Los Angeles Junk Removal & Hauling clears the whole garage, separates those fractions at your address, and quotes the job free and upfront with no obligation.

An Encino garage is very rarely just a garage. It is a workshop, an overflow store for a house that has been lived in for decades, the place the pool chemicals live, the place the paint from three repaints lives, and frequently a converted room with its own furniture on top of all of that. The volume looks like the problem. It is not. The problem is that maybe five percent of what is in there is legally different from the rest, and that five percent decides how the job has to be run.

So this page is about the shelf: what is on it, where each thing actually goes, and what it costs you in time if you get it wrong. The wider Encino picture is on junk removal in Encino, and how we clear garages across the county is on garage cleanouts.

The shelf, item by item

What the curb refuses
and where it goes instead.

LA Sanitation's bulky program is generous with the bulk of a garage. Furniture, mattresses, carpet rolled and tied, doors, large wood pieces, televisions, computers and monitors are all accepted, unlimited, free, on your regular trash day with at least one business day of notice, booked through the online form, the MyLA311 app or 1-800-773-2489. That covers the shelving units, the old sofa, the exercise bike and the boxes.

Then the refusals start, and they read like an inventory of the back wall: no paints, solvents or chemicals; no automotive parts or used oil; no fluorescent lights; no construction materials, concrete, brick or dirt; no commercial appliances. Every one of those is standard Encino garage content. The destination for the chemical fraction is the S.A.F.E. network — Solvents, Automotive, Flammables, Electronics — which is free to City of Los Angeles and LA County residents and open Saturday and Sunday from 9 a.m. to 3 p.m. The nearest centers to Encino are Nicole Bernson at 10241 North Balboa Boulevard, Northridge, which takes no business waste, and Randall Street at 11025 Randall Street, Sun Valley. The limit is 125 pounds or 15 gallons per visit, and that is a California state transport limit rather than a city rule, so it applies to you in your own car exactly as it applies to anybody else.

Paint has a second, often better route. PaintCare runs more than 800 drop-off locations across California, mostly paint retailers and household hazardous waste facilities, for architectural coatings in containers of five gallons or less, and drop-off is free because the cost was already collected as a recovery fee at purchase: nothing on a half-pint or less, $0.35 on more than a half-pint up to a gallon, $0.75 on a gallon, and $1.60 on more than one gallon up to five. For properties holding a hundred gallons or more — a decorator's estate, a long-running restoration — PaintCare offers a free large-volume pickup. Their locator line is (855) 724-6809.

Tires are the trap. They are excluded from LASAN curbside bulky collection, and California charges a Tire Fee of $1.75 on each new tire, which funds the recycling system. The part almost nobody knows is the hauling rule: anybody transporting ten or more waste tires must be a CalRecycle-registered waste tire hauler carrying a trip log or manifest. Up to nine is unregulated. If your Encino garage has a stack of twelve, that is not a load you can legally run to a yard in a pickup, and it is not a load an unregistered hauler should be taking either.

What an Encino garage holds

Workshops, conversions
and the pool store.

Encino garages divide roughly along Ventura Boulevard, and the two halves produce different jobs. South of the boulevard, on the deeper lots, the garage is frequently a genuine workshop: a bench, a table saw, a compressor, a chest of drawers full of fixings, and decades of lumber cutoffs kept because they might be useful. That is a heavy clearance rather than a bulky one, and much of it is scrap metal and reusable tooling rather than waste. It is also a long carry, because the workshop is usually at the back of a gated lot and the truck is at the front.

North of the boulevard the stock is post-war ranch houses and apartment blocks, and the garage is more often a store than a workshop — boxes, sports equipment, furniture in transit, and the accumulated overflow of a house without a basement. Many have been converted at some point, which changes the job again: a converted garage clears like a room, with drywall, flooring, built-in shelving and sometimes a torn-out kitchenette, and torn-out building material is construction debris rather than household waste.

That distinction has teeth in the City of Los Angeles. Under the Citywide Construction and Demolition Waste Recycling Ordinance, mixed C&D debris generated in the city must be hauled by a permitted private hauler to a city-certified processing facility, with a penalty of up to $5,000 per load taken anywhere else. So the demolished half of a garage conversion is not simply extra volume, it is a different destination with a compliance chain behind it. We separate it rather than mixing it in.

Then there is the pool store, which in Encino is effectively part of the garage even when it lives in a separate cabinet. Muriatic acid, chlorine tablets, algaecide, stabiliser, spare pump parts and a dead heater. The acid and chlorine are household hazardous waste and cannot ride with the load. The heater and pump are scrap metal and should go to a recycler rather than a gate. Getting all of that out of a cabinet at the far end of a yard and past a side gate is the part that takes the time, and it is why we ask about the pool when somebody books a garage. When the garage is only part of a bigger clearance, see estate cleanouts in Encino; when the furniture is the bulk of it, see furniture removal in Encino.

Our own crews on Los Angeles County jobs. The garage cleanouts we run in Encino looks like this too: side yards, narrow walkways and the back of the property is where the work actually is.

How we run it

Sort, separate, load,
sweep the slab.

A garage is cleared in a fixed order because doing it any other way means handling everything twice. First the hazardous fraction comes off the shelves and is boxed separately, because that decides how the rest of the day works and because nobody should be moving a table saw around open containers of acid. Then donation: tools, garden equipment, bicycles, sports kit, unopened materials, anything sound and usable. Then scrap metal, which on an Encino workshop clearance is usually the heaviest single fraction. Then the general load. Then the floor gets swept, which is not a courtesy so much as the only way you can see what you have actually got back.

Electronics come out of a garage in quantity and they are not general waste. In California, electronic waste is universal waste, and the state's exemption ended on 9 February 2006, banning household batteries, cell phones, computers, fluorescent lamps, mercury switches and thermostats, printers, microwaves, televisions and VCRs from the trash, with cathode ray tubes in monitors and televisions specifically named. An Encino garage reliably produces a tube monitor, a dead printer, a box of chargers and a jar of batteries. Those go to a S.A.F.E. center free, or on the LASAN bulky request if they are large. One useful local caveat: the battery buckets in Los Angeles Public Library branches take small household batteries but explicitly do not accept vape pens or e-cigarettes, light bulbs, cell phones or other e-waste, so a library drop is not a substitute for a S.A.F.E. run.

Appliances are the other garage regular. A second fridge or a chest freezer in a garage is common here, and both contain refrigerant, which is why they are handled separately from a general load rather than tipped with it. Sunshine Canyon, the nearest large gate to Encino, publishes a charge of $115 each for appliances taken for recycling, alongside $85 each for computers and monitors, which is a fair indication that these are treated as their own material stream at every properly run facility rather than as bulk.

What we will not do is quietly bury the awkward five percent in the middle of a load because it is faster. If your garage holds tires we will tell you the ten-tire hauling threshold. If it holds a hundred gallons of paint we will tell you PaintCare will collect it free. If it holds a torn-out conversion we will tell you that fraction goes to a certified C&D processor. The quote is free, given upfront and confirmed on site before anything is lifted, and it is worth more to you accurate than convenient. When the garage has to be empty today, see same-day junk removal in Encino.

Encino garage
questions

Mostly about the back shelf, the tires and what the city will not touch.

Can you take the paint and the pool chemicals?

We separate them and route them properly, which is not the same as putting them in the truck with everything else. Paint, thinner, solvents, motor oil, pool acid and chlorine, pesticides, aerosols and propane are household hazardous waste. LA Sanitation refuses all of it at the curb, and the free destination is a S.A.F.E. collection center, open Saturday and Sunday 9 a.m. to 3 p.m., limited to 125 pounds or 15 gallons per visit by California transport rules. The nearest to Encino is Nicole Bernson at 10241 North Balboa Boulevard, Northridge.

Is there a cheaper way to get rid of a lot of paint?

Yes, and it is free. PaintCare runs more than 800 drop-off locations across California, mostly paint retailers and household hazardous waste facilities, for architectural coatings in containers of five gallons or less. You already paid for it at purchase through the recovery fee, which runs from nothing on a half-pint to $1.60 on containers over one gallon up to five. If a property holds 100 gallons or more, PaintCare will collect it free. Their locator line is (855) 724-6809.

I have a stack of old tires in the garage. Can you just take them?

Carefully, and it depends how many. Tires are excluded from LA Sanitation's curbside bulky collection, and California regulates the hauling itself: anybody transporting ten or more waste tires has to be a CalRecycle-registered waste tire hauler carrying a trip log or manifest, while up to nine is unregulated. That rule applies to you in a pickup as much as to a hauler in a truck. Tell us the count when you call and we will tell you exactly how it has to run.

The garage was converted years ago and we are stripping it back. Is that the same job?

Partly. The furniture, boxes and fittings clear like any garage, but drywall, flooring, built-in shelving and a torn-out kitchenette are construction debris, and inside the City of Los Angeles that has its own chain: mixed C&D debris must be hauled by a permitted hauler to a city-certified processing facility, with a penalty of up to $5,000 per load taken anywhere else. We separate that fraction rather than mixing it into a household load.

Do you take the second fridge or freezer out of the garage?

Yes, and it is handled as its own material stream rather than as bulk, because it contains refrigerant. That is standard for properly run facilities: Sunshine Canyon, the nearest large gate to Encino, publishes a charge of $115 each for appliances taken for recycling and $85 each for computers and monitors. Give us a heads-up that there is an appliance in the load when you book so the crew arrives with the right kit for getting it out of a back garage.

How long does an Encino garage cleanout take, and how is it priced?

Most single garages are one visit. A genuine workshop on a deep lot south of Ventura Boulevard takes longer, mostly because of the carry distance from the back of the property to a legal truck position at the front. Pricing is by the volume the load actually takes up in the truck, with labor, transport and disposal fees included, quoted upfront and free with no obligation, and confirmed on site before anything is lifted. We sweep the slab at the end.
